Timeshift included in the official TV currency

As of 1 February 2016, “zero-day” timeshift shall be included in the official TV currency provided by the Nielsen Admosphere company for the Association of TV Organizations (ATO). The change applies to all public TV viewing outputs as well as to TV advertising trading. For the time being, it is a part of the overall timeshift measured in the Czech TAM project since 2013. TV4you violates the law

The members of the Association of TV Organizations (ATO) are convinced that offering the TV4you application without the consent of television broadcasters whose programmes are made publicly available through the application is an obvious and serious violation of their rights following from the Copyright and Broadcasting Act. The Association of TV Organizations has noticed that since 15 October 2014 the TV4you mobile application has been offered to public on the web site www.tv4you.cz enabling live or delayed viewing of freely broadcasted TV programmes on smart devices running Android or iOS operating systems. According to law, this activity needs the consent of respective TV broadcasters. As far as the ATO is informed, its members have not received any request for such consent till now. The violation of law by those offering the application is aggravated by the fact that they intend to attach additional advertisement to the illegally transmitted broadcasting. This could lead to the distortion of the people meter measurement results provided by the ATO for TV broadcast providers and for the media market. “Illegal activities connected with the TV4you service might cause material loss to ATO members,” the managing director of the ATO Vlasta Roškotová said. The stand of TV broadcasters is unequivocally supported by the case-law of the European Court of Justice that has recently dealt with a similar case. Read more...

ATO prepares labelling

The Association of TV Organizations is preparing a self-regulatory system to help viewers get better oriented in the TV programmes via special labels-icons. The system of labelling programmes, provides users with basic information on the content of the broadcasted audiovisual work. It plays an outstanding role in protecting children and youth, helping parents judge whether children of various ages are able to understand the broadcasted content correctly. Google strongly manipulates data

The television and other players of the media market associated in the Association of TV Organizations (ATO) object to the way Google company interprets research data. In the press release of 25th September 2014, the Internet web site YouTube is called the mostly watched TV channel. Google supports the statement with data from several different surveys that is methodologically handled in an unacceptable manner. Read more...

ATO not at Fault in the People Meter Public Tender

The Office for the Protection of Competition confirmed the legitimacy of the proceedings of the Association of TV Organizations (ATO) choosing the provider for the project of TV audience electronic measurement (PEM). The contract was awarded to the Mediaresearch company in November 2011. The proceedings of the ATO had been repeatedly reviewed by the Office for the Protection of Competition (Úřad na ochranu hospodářské soutěže, ÚOHS). The decision by the Chairman of the Office brings an effective end to the administrative procedure inspecting the legitimacy of this public tender. Read more...

People Meters Passed the Quality Control Test

Viewers with people meters follow the rules for operating this measuring device. The concordance of 95-98% in basic parameters resulting from the so-called Coincidence Study prepared by the implementer of the Czech people meter project for the Association of TV Organizations (ATO) confirmed the objectivity of TV measurement. According to the results of the Coincidence Study, focused on keeping the rules for operating people meters by individual household members, Czech viewers are dutiful with people meters and they follow the rules of logging in and out of the measuring device. “The study of the MEDIARESEARCH company monitored several different indicators. With the basic ones, the concordance between the real situation in the panel households and the output on viewers’ behaviour from the people meter project proved to be at the level of 95-98%,” the managing director of the ATO Vlasta Roskotova stated. The resulting concordance is above average compared with indicators in other European countries. Due to the ATO’s assignment, the households were interviewed by telephone at the time when their TV was turned on. The survey was carried out on the sample of 500 panel households selected representatively with respect to all basic socio-demographic characteristics. A coincidence study is a standard control mechanism showing the quality of measured households’ cooperation by the ascertained value of concurrence. Households are trained to operate people meters directly when joining the project and they are afterwards continuously trained by the panel administration department staff. Before the household is able to provide official data, household members undergo a testing period when they get accustomed to living with a people meter. Read more...

TV audience measurement data of Saturday September 28th and Sunday September 29th are now fully available

At the weekend of September 28th-29th 2013, an unexpected technical problem occurred during the planned IT infrastructure upgrade which resulted in an exceptional outage in the system of collecting and processing TV audience measurement data. The system is secured so that no data is lost in a technical failure. It was necessary that the data for the relevant part of the measured panel undergo slower processing than usual. The MEDIARESEARCH company repaired the technical failure immediately and set new controlling mechanisms ensuring that such situation cannot happen again.The temporary outage involved only a part of the data from the past weekend. The data from Monday September 30th and following days were supplied in a standard way and in standard times. All clients have been informed of the exceptional situation by the MEDIARESEARCH company in co-operation with ATO. “Everything has been solved, all data for Saturday and Sunday are all right now and available to clients,” Tereza Šimečková, the Chairman of the Board of the MEDIARESEARCH company, stated. The audit reviewed people meters

Having received the auditors’ final report, the Association of TV Organizations closed an in-depth check on the structure and functioning of the television audience measurement (TAM) research in the Czech Republic. MEDIARESEARCH, Czech provider of television audience measurement, launches a new website www.peoplemeter.eu, to provide information about the principles of peoplemeter research. Facts explained in the guide are based on the high standard and quality of the Czech TAM project, which MEDIARESEARCH provides for the JIC Association of Television Organizations (ATO). Peoplemeter Tender Was in Order

On Monday, 3 June 2013, the Czech Antimonopoly Office (Office for Protection of Competition =OPC) issued a decision by which it suspended the administrative proceedings being conducted with the Association of Television Organisations (ATO) in the matter of the public tender for the electronic measurement of television ratings. The office reviewed the procedure behind the public tender and did not find any reasons to impose penalties. Read more...

ATO with the new president and APA

On April 11, 2013, general meeting of the Association of TV organizations elected for the new president Mr Petr Dvorak, managing director of the Czech Television. The general meeting also adopted, as a new ATO associate member, the Association of Audiovisual Producers (APA). ATO thus strengthens its position in the Czech media market. MEDIARESEARCH begins a new peoplemeter measurement project in the Czech Republic

The First of January 2013 will mark the historic opening day of the fourth peoplemeter project of electronic measurement of television audience in the Czech Republic. The provider is, for the third time for the period from 2013 to 2017, the research agency MEDIARESEARCH. Audience data are supplied to all national television stations and communications agencies. The client for the measurement data, as before, is the Association of Television Organizations whose aim, from the outset, has been to ensure research results from a single source for the Czech market, the single currency of peoplemeter measurement. 21st December, 2013   Friday's  30th General Meeting of ATO brought changes in its membership. Full member status received  yet associate members, Atmedia and music channel Óčko.
